Support creating GRE tunnel between routers

When trying to connect different OpenStack clouds, and even connect OpenStack cloud with hardware devices, creating GRE tunnel between routers has some advantages compared with the current VPNaaS implementation. Firstly, one can only assigns one subnet to an ipsec site connection. So if we have more than one subnets attached to a router, and want to connect these subnets with other subnets attached to another router, we need to create more than one ipsec site connections. While using GRE tunnel, we can just create one tunnel between two routers, and then configure the routes to enable connections between different subnets. Secondly, in the case of connecting OpenStack cloud with hardware devices, GRE tunnel has better hardware devices support, while not much router devices have native VPN support. We need to deploy extra VPN devices if we use VPNaaS.
