Specify Fixed IP address by "IP Version"

When creating Port, Neutron by default allocates all available Fixed IPs, one from IPv4 subnet(s) and one from IPv6 subnet(s). If user wants to create Port with only IPv4 address, he must know either free IPv4 address or subnet with free IPv4 address. Sometimes users does not have this knowledge, for example when using fragmented shared networks.

This blueprint allows "IP Version" to be specified in addition to "IP Address" and "Subnet" when creating Port.
