FWaaS: Firewall Rule per Router
Add an option for users to set a Firewall rule per router.
We can have a Firewall rule per tenant and all routers in a tenant have to share one Firewall rule. There's obviously a requirement to set a Firewall rule per router. We'd like to add an option for users to set a Firewall rule per router.
Users can select from the two options:
1) Setting a Firewall rule per tenant (as before)
2) Setting a Firewall rule per router
For option #2, we add a parameter 'routers' for Firewall creation.
