Embrane Neutron Plugin

This blueprint propose the implementation of a plugin for interfacing OpenStack Neutron with the Embrane heleos software platform.
At first, the plugin will support the following extensions:
-route;
-extraroute.
The core L2 features (port/network management) will be controlled by one of the existing plugins, which will share information about the physical network layout with the Embrane plugin.
At first, OpenVSwitch plugin with vlan tenant network type will be supported
