HA support for distributed virtual routers(DVR)

The distributed virtual router feature of neutron as made available in Juno. And highly available routers is a new functionality that was merged in the
l3-high-availability blueprint: https://blueprints.launchpad.net/neutron/+spec/l3-high-availability

But the distributed virtual router does not support ha.The blue print will allow DVR to support ha, and its first extension/driver will also be based on VRRP.
