Decompose the centralized and distributed part of the DVR Router

The current DVR router class has code that happens only in the centralized part for SNAT (in the network node instance) and other code that happens in the compute nodes and the network node (the distributed parts) and all currently combined in one class.

This blue print aims to separate the two into better class model and align the router class to be easily extendible for other router features.
