DHCP support for overlapping IPs

Currently, Quantum supports different networks with overlapping IP addresses, but the Quantum DHCP implementation has an agent that if run on a single device would not support overlapping IPs (due to the fact that there's a single linux IP stack). We could use something like linux namespaces
