Add FilterScheduler for dhcp_agent_scheduler

Currently, the dhcp_agent_scheduler only support ChanceScheduler, i think it will be good to add a FilterScheduler for it, the FilterScheduler will schedule dhcp agent according to their current load (and/or other conditions), and will return top list of most light-weight agents
