Add quantum support to devstack

We need to add Quantum to devstack to facilitate easier testing of the integration between nova and Quantum. We will need to change the stack.sh script to use the QuantumManager and find a suitable plugin (since it uses kvm now, using the openvswitch plugin and openvswitch wil work fine).
