[ovn]Floating IP adds distributed attributes
Add an attribute to the floating IP to identify whether it is distributed or centralized. In a complex deployment environment, some computing nodes have relatively large bandwidth, and some computing nodes have insufficient bandwidth. VMs have different requirements for bandwidth. Some VMs require high bandwidth, while others do not. Users can set whether floating IP is distributed according to specific requirements.
