Common Service Chaining Driver API

A common service chain driver API shim layer is needed to provide a generic and consistent interface between the Neutron Service Chain Manager and different vendors’ service chain drivers. This will be similar to the Neutron ML2 driver interface and can be implemented as independent shim layer or an extension of the ML2 driver.
