Improve Code Style (Pylint/Flake8)

At the time of writing, neutron has over 70 pylint errors being ignored. Some of these are tedious checks but a lot of them are a little concerning to have on the ignore list for the entire project.
This is a blueprint to that can be used to track the assorted style changes that exist at the moment.
