Enhancements to Cisco v2 meta-plugin

These enhancements will allow a stand alone plugin to configured as a device sub-plugin. In such a case, the meta-plugin will not manage the state of the logical resources, but will delegate it to this stand alone plugin. Additional device sub-plugins can be configured as before.
