ML2 extension driver for the Cisco Nexus ML2 driver

The Cisco mechanism driver requires a way to distinguish tenant and provider networks. This patch introduces a new extension driver that adds a boolean for provider networks in the network context and changes to the Nexus mechanism driver to support and store the flag.
NOTE: Only the model changes and migration script for this patch are targeted for Neutron, the rest of the code is committed to Cisco's stackforge repository.
