BigSwitch: Auto-trigger re-sync under some backend inconsistencies

Currently, if the backend controller gets out of sync with Neutron's view of the network (e.g. admin deleted the controller config), it will cause failures when neutron performs operations.
The plugin should have an option to automatically trigger re-syncs when 404's are received for operations that will only return a 404 during inconsistent states.
