Transfer SPP processes management to spp-ctl

Spp-agent connects to SPP processes directly now. SPP CLI can not be used while spp-agent running because of that.
Spp-ctl is now supported to manage SPP processes and expose Web API to make SPP functions be used by multiple users (ex. spp-agent and SPP CLI).
So spp-agent should be changed to use spp-ctl to request to SPP processes so that other users use SPP at the same time.
