Neutron Driver Capability Discovery

The Networking SFC API has several back-end drivers e.g., OVS, ONOS, ODL, which may have different capabilities. There is a need to allow an application to discover the capabilities provided by each back-end driver. The networking-sfc API may be extended to allow the driver capability query. This may also be applicable to other Neutron APIs which have various back-end drivers with differing capabilities. A common driver capability discovery mechanism for Neutron APIs is desirable.
