Agentless Port binding controller using agentdb for persistency with ODL provided host configuration

The existing port binding controllers utilize pre-configured host data during port-binding with no ODL involvement, this causes several out-of-sync race conditions, this new implementation shall use host configuration provided by ODL using a REST/get and store the information in agentdb for persistency, this host configuration shall be read back from agentdb and applied during port binding. This feature requires open day light to support the needed host configuration REST API.
