Add vNIC Template support to Cisco ML2 UCSM driver

The Cisco UCSM plugin should be able to configure vNIC Templates where each vNIC Template carries the necessary VLAN configuration for a physical network. Each vNIC Template could be associated with multiple vNICs on different UCS Servers.
