ML2 UCSM driver should support Ironic bare metal VNICs

This BP helps towards the use case where a tenant wants to provision a UCS server using Ironic but boot the server on a tenant network instead of the PXE/provisioning network.
The ML2 UCS Manager plugin should now bind to baremetal VNICs and configure the ports on the UCS server with the VLAN-id associated with the bare metal VNIC.
