Social Impact Tuning, Quitting While Being Attacked

A quit ship should give one kill credit to the nearest enemy ship, if within quarter of the width of the galactic, and if any armies were carried there should be the bombing credit, as if that ship killed them. Allows quit, but does not disadvantage the chaser.

Adds a sysdef option that gives credit to a chaser of a quit scummer.
Gerdesas felt that the design failed to take into account the strategic positional harm to the chasers.
