Remove Interpreted Program support from target languages

The NDB Interpreted Program interface is considered internal, so direct wrapped support for it should be removed. Additional helpful methods should be added, like atomicIncrement and selectCount, that use the Interpreted Interface on the backend, but which do not expose it directly.
