Interpret power failure traps from UPS devices

The SNMP trap daemon should interpret power failure traps from UPS devices from at least the following vendors: Eaton Corporation (xups.mib), APC (PowerNet-MIB) and MGE (which are prevalent in with UNINETT customers). A single event type should be added to NAV to represent a UPS power failure (i.e. loss of utility power), and one for restoration of utility power. The failure event should include information about the remaining battery time on the UPS device.

A requirement is that the UPS is registered in NAV, typically as category OTHER.
