Uplink port monitoring

As NAV keeps track of uplink ports, it would be neat to introduce uplinkState on devices. That way you can base alerts on wether uplink ports goes up and down. Otherwise its hard to see when your standby uplink gets disconnected. somehow.

Started a planned implementation for polling linkstate more often from ipdevpoll. ipdevpoll will gain the ability to post regular linkState events when ports` link state changes, just like the snmptrapd linkupdown plugin does for linkstate traps.

The idea is to make configurable in ipdevpoll.conf which ports will actually generate linkState events, and the initial implementation will be able to switch between "only uplink/downlink ports" and "all ports". Some have expressed wishes to make this option even more flexible at a later date.
