Remove the strict type contraint in seeddb

When adding a new netbox, snmp community should be checked, but the type checking should be omitted. Instead ipdevpoll should set the type. If the type is unknown, ipdevpoll should create the new type and perhaps looking up in order to guess a good typename. The type name should be possible to alter in the seed db edit type section. The parameters cdp, tftp and frequency should also be removed (from database and web form)

ipdevpoll now auto-creates unknown types. seeddb is being re-implemented using Django, so loosening type constraints should be added as a requirement to that task (assigning to m-eide).
