Re-implement IP matrix in the Report subsystem

The IP matrix in the Report subsystem should be re-implemented for several reasons, three of them being horrible spaghetti code, mix of code and variables in (Cheetah) template, and the UI not being very good. Thomas Adamcik has done something similar on a different project which could be ported to python (from perl).
