ipdevpoll should enable psyco if available

The psyco JIT optimizer module for Python is a good match for twisted apps, and probably twistedsnmp, which runs a lot of pure python algorithmical code to process SNMP data. If the module is available to the python interpreter, ipdevpoll should load it and start the optimizer at startup.
