Improve the topology link alarm functionality

* Possibility to get alarms for redundant topology links only (not all topology links); i.e. when a topology link fails and the box behind is still up (because it is redundantly connected).
* Possibility to limit alarms to specifies subnets/vlans
* Possibility to include particularly important interfaces (like the campus uplinks to the NREN/SIP)

This is mostly implemented, but needs evaluation. For important interfaces it is recommended to monitor the link partner's IP address as a OTHER-device in NAV. Any link loss here should result in a boxDown alert for the peer.
