Alert when SNMP agents go down

NAV currently gives no warning (except timeout errors in logs) when an SNMP Agent stops responding. This can happen in a range of situations, such as an agent crashing, having its community reconfigured or being blocked by new access lists. NAV should detect an unresponsive SNMP agent and signal this using an snmpAgentState event type with down/up alerts.
