Add blaster support to PVR150 (non MCE)

Allow the PVR150 to send IR as well as receive as documented @ http://www.blushingpenguin.com/mark/blog/?p=24. It requires a patched lirc.

*Update* - I see from https://help.ubuntu.com/community/Install_Lirc_Gutsy this may be done a little bit. Perhaps some script to automatically download the firmware and a pick the correct STB could be added?
