Simple rows filter similar to cols, you can specify which rows to leave out or to include. Should cover the use cases of head and tail filtering too. E.g.
The first ten rows:
rows -10
The last ten rows.
rows -l 10
Some arbitrary rows
rows 1,3,5,7-10
