Avoid creation of empty files when chunk is empty

When using chunk mode (--rows option), the tool is systematically building a file per chunk. This produce empty files in case the chunk id range is empty (gaps due to non following ids, purge, etc.). It could be nice to ask the tool not to build these empty useless files.
