Basic Windows Server 2008 Suport

Currently only one Windows Server platform (Windows Server 2012) is fully supported by Murano. However, there are requests to add support for Windows Server 2008 into Murano.

This blueprint addresses these requests by adding "basic Windows Server 2008 support".

The following changes are planned to be done:
* Add the ability to build images for Windows Server 2008 (R2) into our build system
* Add support for PowerShell scripts in WS 2008 (the same scripts must work on all platforms)
* Correct Active Directory workflow to support WS 2008.
