"Project" column in package management

In the Package management UI it is reasonable to have a "Project" column, specifying the owner tenant (project) of the given package (similar to "Instance", "Networks", "Volumes" an others similar panels of Admin panel in Openstack Dashboard). This column should be visible only to the administrators (as non-admins see only their own packages in this tab)
