Tag heat stacks, created by murano

The spec was completed in L and anyone can use it now.
In short, developers who use Heat on their projects can now tag heat stacks and heat allows to hide "internal" stacks from user.
Murano engine should have a config parameter, that would consist of a list of tags, that murano would assign to heat stacks created by it. This would allow Cloud Administrator to add those tags to hidden-heat stacks and hide murano internals from end users.
