Move from puka to oslo.messaging communications

In order to support QPID and have deeper OpenStack integration it is good to use oslo.messaging instead of custom RabbitMQ solutions (puka in case of Murano). As oslo.messaging is not a drop-in replacement for RabbitMQ library there is a need to investigate if such migration is possible and how it affects overall system design
