Display "is public" in dashboard package definition list

We currently display "active" but not "is public"; would like to add it to the dashboard package definition list.

It would also be of use for us to add a 'toggle public' button (same as 'toggle active') - one of our use case scenarios is importing a number of packages into the catalog as private until they can be verified by an admin, at which case they're made public. 'Toggle public' would make this process easier.

Maybe a separate ticket, but filtering by active/public might also be useful.
