Support Service Level operations in Murano

There is a need of having an ability to perform service level operations. For example for Active Directory it is necessary to support Security Policy change( Password security restrictions, GPO).
For generic windows server it is necessary to support local admin password change.
For IIS server stop\start\restart IIS service.
This should be supported by API and Conductor workflows.
