Use HOT schema for Heat templates

The CFN format may not be supported forever, and will not support newer features; it would behoove us to start using HOT now rather than encouraging use of the older format.

The differences are pretty small (http://docs.openstack.org/developer/heat/template_guide/hot_guide.html); some parameters are renamed, and attributes are lower case, but it shouldn't alter any existing functionality. The latest heat_template_version is 2013-05-23.
