Reorganize murano documentation

We do have several documents in docbook format and maaul in srst format.
The plan is:
1) Move developer documentation to read the docs - mova information from developers guide and admin guide to rst
2) Keep user docs in docbook - extend user documentation and keep it simple
3) Need to orginize installation manuals
Linux image builder could be described easily
