Need to implement RBAC for Murano

We should have RBAC (http://en.wikipedia.org/wiki/Role-based_access_control) for Murano services: need to manage how user can create, modify and delete services defenitions, images tagging and services deployment and monitoring.

Need to implement the administrtor console and UI to manage RBAC in Murano. Also need to describe and implement users roles in Murano Application Catalog.
