Policy Groups Creation
Policy Groups should be supported in Murano. We need to be able to select security group from existing or create a security group for service on the fly.

User Story #1:
User creates service and deploys environment. After this deployment user should have VMs with asigned new policy grop, which allows traffic for services and applications on this VM.
User Story #2:
User creates the policy group and after that creates services with this policy group (user can select Policy Group in WebUI) and deploys environment. After this deployment user should have VMs with asigned user-defined policy grop, which allows traffic for services and applications on this VM.
