Introduce `Requires` section to package manifest.

To allow package-requirements we might introduce a separate section in manifest files: `Requires` which would list all the prerequisites of the package.
Cli-tools upon importing a package should try and import all the prerequisites of the said package, while api should check
that all requirements are satisfied when importing a package and issue a warning (or even fail, unless forced to import) if any of the requirements are missing.
