Create the ability to drag and drop package zips to upload

This blueprint proposal is to simplify the package upload process in the Murano Dashboard. The use case would be for operators who build multiple package zips and allow them to drag multiple package zips instead of one at a time. I've included a screenshot as a reference. Additionally, I've reviewed the following open source tool that would enable this. http://
