Introduce MuranoPL/1.1 and 1.2
Murano used format string MuranoPL/1.0 for MuranoPL packages for all past releases. In Liberty Murano switched to yaql 1.0 that has many functions that were not present in 0.2. But currently there is no way for application to specify that they require yaql 1.0.
It is proposed to add 2 additional version of MuranoPL:
* 1.1 that would be identical to 1.0. The purpose is that Murano Kilo will fail to load such packages and thus it will guard from yaql 1 applications to be imported to yaql 0.2 Murano
* 1.2 that is yaql 1.0 with legacy mode turned off for new applications
