Gate checks for Murano with GlARe backend
1. Configure Murano to use GlARe with devstack.
2. Register GlARe in tempest.conf using murano devstack plugin (hope that this is temporarily workaround)
3. Create a Tempest-based GlARe client
4. Update tempest test suite to support GlARe backend for Murano
5. Create GlARe-specific test suite
6. Make job with Glance Artifacts Backend integration voting.
