Support app packages in HOT format

In order to support existing Heat users it is proposed to have alternative package format that would contain HOT template instead of MuranoPL classes. MuranoPL code and Dynamic UI forms can be generated transparently on server side on the fly. This HOT->MuranoPL translation would recreate MuranoPL properties from HOT parameters/outputs and generate workflow to instantiate new Heat stack
