Who should be the responsable to setup the Hostname on VM

Im trying to determine who should be the responsable to setup the Operating system images.
on with cloud-init we can use inside of Userdata add #Cloud-config and hostname: $.name , this is only work on linux Murano have the variable INTERNAL_HOSTNAME to setup the hostname in linux or windows.

i will going to patch murano to allow the setting of the hostname on windows or linux
the question is

Modify murano Heat template to add this information on userdata
#cloud-config
hostname: $.name
and Cloudbase-init should be patched to take the computer hostname on windows instances.

or murano should setup the hostname and we have to create a linux-init.sh smart to detect each linux distro and setup the hostname correctly.?
