Allow to filter available flavors for each service

We can see now that user can select incorrect flavor for Murano Service.
To avoid it need to filter flavors for each service by the following parameters:
1) Min Size Of RAM
2) Min Size Of Hard Disk
3) Min Count Of CPU Cores

and user should have the ability to declare all "parameters" in service defenition file.

For example, we can set the following required parameters for each Windows-based services:
Min Size Of RAM: 2 Gb
Min Size Of Hard Disk: 40 Gb
Min Count Of CPU Cores: 1

it will allow show only 'true' flavors for user during the service configuration.
