Provide user with UI hints on available tenant resources during App configuration

When selecting Flavor and Number of instances in the course of Add Application wizard, it would be very helpful to provide user with UI hints on how much resources does it cost (and how much resources is left on tenant) - in a similar way to 'Boot Instance' UI on horizon:
